About the job
The Head of Capability Development will be responsible for the overall coordination of the agency’s investment strategy and roadmap for capability development and skills growth, including the development of hi-end capabilities in support of live operations to provide the NCA with capabilities for 21st century law enforcement. Other key responsibilities will also include taking the lead on technical capabilities, operational and corporate technology cooperation with industry and academia (where available), science technology research and development activities with counterparts across government, and intelligence and law enforcement communities.
The main function of the Head of Data Capability is to lead and direct the Chief Data Office teams responsible for providing information and to support the operations, corporate and central service functions to achieve the NCA’s Strategic data objectives. Key responsibilities will also include being the primary point of contact to assist the agency in building its data exploitation capabilities and strategically advise the agency on data architecture, data modelling and data science skills and tools. To support the NCA mission and key priorities, the jobholder must have the ability to take the lead on design principles and requirements relating to information/data management design and capability building and information/data development priorities.
The Head of Capability Development will require candidates to demonstrate knowledge/experience of the delivery and support of technologies through the IT Service Lifecycle. Candidates must also possess knowledge/experience of differing capability delivery methodologies (including Agile, Scrum, DevOps and Waterfall delivery).
For the Head of Data Capability role candidates must be a member of a professional Digital Information/Data Body (e.g. ICCP or DAMA), have a demonstrably strong knowledge of data architecture and have experience of successfully leading projects or change programmes.
