Digital Delivery Manager

The Digital Delivery Manager is a senior technology role, responsible for ensuring that changes to existing technology or the introduction of new technology is delivered to meet agreed business requirements. This is a critical role in the context of building sustainable capability to operate, support and improve digital services.

You will be responsible for driving and promoting the agile change vision to staff at all levels of the business, delivering projects and products that meet user needs, using the appropriate agile project management methodology, and learning & iterating frequently.

You will lead on developing in-house digital delivery capability, covering user research, design, software development, testing and performance analysis for large scale, complex, technical programmes. You will also shape and implement a robust digital strategy to meet the Agency’s objectives.

Working with and influencing senior business stakeholders you will ensure that maximum improvements are made in business operations as digital teams deliver products into operational use.

You will set, lead and implement the strategy for resource management within digital delivery, which may include third party delivery resources and will determine software testing policy, processes and standards, influencing all parties to adopt and conform to them. This responsibility includes effective management of all risks associated with testing, including managing client relationships through the testing phases.

Key Responsibilities:

• Developing and leading a sustainable Agile/LEAN delivery capability;

• Setting standards and direction: implementing best practices in use of techniques, methodologies and tools;

• Delivering products using the appropriate agile/LEAN methodology, learning & iterating frequently;

• Ensuring delivery of solutions that meet user needs, acting initially as day-to-day Scrum Master;

• Building and maintaining a culture of continuous delivery and improvement, removing impediments to progress;

• Using excellent knowledge of modern platforms and tools; using the correct product where appropriate, especially open source and open standards;

• Working with the Product Owner and Service Manager to define the roadmap for any given product and translate this into user stories;

• Leading the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of the team;

• Matrix-managing multidisciplinary teams and providing technical hands-on leadership;

• Resolving conflicts within teams by facilitating constructive discussions;

• Determining testing policy to ensure all products are built to an appropriate level of quality through discovery, alpha, beta and live stages.

• Assessing the maturity of teams and coaching them to higher levels of maturity through professional development;

• Coaching and empowering teams to self-manage, including prioritisation of work;

• Delivering exceptional senior business and stakeholder engagement and management.
