- 1594405 Head of International Climate Finance: Policy and Investments; and
- 1594396 Head of International Climate Finance: Partnerships and Capability
The two posts are newly created, recognising the growing scope and complexity of the UK’s international climate finance landscape. The UK has committed to spend at least £5.8bn of climate finance between 2016-2020 and BEIS is responsible for £2bn of this, as well as legacy projects worth £1.3bn. This is also part of the UK’s commitment to help mobilise $100bn of climate finance a year by 2020 through to 2025, and to help deliver the ambitions of the Paris Agreement.
The post holders will be responsible for a wide range of project and policy work, particularly supporting the effective deployment of the UK’s climate finance to enable developing countries to reduce their emissions and raise their ambition, mobilise private finance, whilst drawing on the significant expertise of the UK’s own clean growth capabilities.
The Head of Policy and Investments (P&I) will take particular responsibility for the team’s three sectoral areas of spend: accelerating decarbonisation, mobilising private finance, and halting deforestation. The portfolio of around 30 projects equates to around £2.5bn of spending to date, and projects in development through to 2020 will increase spending in this area by around £700m more.
The Head of P&I will manage three G6-led teams of about 10 people each and leadership of these teams, the people and the vision will be particularly important. The post-holder will need to have an understanding of government finance, ideally of ODA spend, and of how to ensure that maximum impact and learning is achieved. They will need to work closely with others across ICE, including analysts, policy teams, other DD-led teams as well as across Whitehall with DFID, Defra and FCO in particular.
The postholder will need to be comfortable dealing with imperfect information, taking complex decisions, and in representing the UK at domestic and international fora.
Key responsibilities will include:
• Building and leading a strong team, and setting a clear vision for its work and future priorities.
• Ensuring effective delivery of existing spend.
• Developing a strong pipeline for the coming years of activity that builds on UK expertise and evidence of need.
• Supporting preparations for the Spending Review; delivering key objectives for 2020 (such as the UK’s forest spending target)
• Helping to create a new set of delivery vehicles for climate spend.
This role requires an understanding of far more than just the policy aspects of climate change. To be successful you will need to be able to provide strategic oversight, financial awareness, political acumen, strong communications and the ability to inspire and motivate large teams through personal leadership.
The successful candidate will also be able to demonstrate the following skills:
• Strength in leadership, as a senior figure in BEIS as well as internationally, to manage, motivate and drive a team to deliver successful projects and policy.
• Excellent communication skills, with the ability to convey complex information to a range of audiences both domestically and internationally. The post holders should be able to persuade others of their perspective, to communicate in a clear and succinct manner.
• Excellent stakeholder management skills and the ability to build rapport both inside and outside of government, with delivery partners (ranging from the World Bank to Macquarie, Carbon Trust to the Bank of England).
• Highly developed strategic skills, with the ability to set clear direction and translate strategic priorities into clear outcome focused objectives.
• Strategic thinker with strong commercial acumen, able to deliver value for money through effective contract management.
• Demonstrable credibility and gravitas to represent the UK in a highly sensitive, political environment in the UK and with overseas governments and stakeholders.
A broad commercial understanding together with an understanding of international climate change and/or development would be beneficial, as would experience of managing large budgets and working with analysts. We would also welcome candidates from commercial and private sector backgrounds in the financial sector or Multilateral Development Banks.
